Role Purpose:

To build and scale a structured Talent & Development function that ensures the development of employee and leadership competencies, creates a sustainable leadership pipeline, and has a direct impact on employee engagement and business results.

Responsibilities:

Competency Framework

  • Develop and implement a roadmap for rolling out competency matrices across all departments; 
  • Establish unified principles, methodology, and quality standards for competency matrices;
  • Integrate competencies into core HR processes (assessment, development, career paths); 

Learning & Development System

  • Design, launch, and continuously develop the L&D system (frameworks, processes, tools); 
  • Build mandatory learning programs focused on core skills;
  • Measure learning effectiveness (KPIs, business impact, feedback);

Leadership Development & Succession

  • Develop and implement a system for assessing candidates for leadership roles; 
  • Organize leadership assessments for C/M-level managers;
    Create and support individual Personal Development Plans (PDPs); 
  • Support leadership development and succession planning initiatives;

Engagement & Culture

  • Contribute to mNPS growth through learning, development, and leadership practices; 
  • Partner with HRBPs and business leaders on culture-related initiatives; 
  • Use data (mNPS, engagement surveys, feedback) to refine and adjust the T&D strategy;

Requirements:

  • 7+ years of experience in Talent Development, Learning & Development, or Leadership Development; 
  • 2+ years on Lead role; 
  • Proven experience building or scaling a T&D / L&D function in a growing or transforming organization; 
  • Hands-on experience with:
    1. Competency frameworks and competency matrices
    2. Leadership assessment and evaluation systems
    3. Personal Development Plans (PDPs)
  • Strong understanding of learning architecture (program design, delivery models, learning journeys); 
  • Experience designing and launching mandatory learning programs with high completion rates (≥80%); 
  • Ability to work with OKRs, KPIs, and impact metrics (including engagement and mNPS/eNPS); 
  • Strong stakeholder management skills, including collaboration with C-level and senior managers; 
  • Excellent analytical, structuring, and prioritization skills.
  • Language proficiency: Russian — Advanced, English — Upper-Intermediate.

Nice to have:

  • Knowledge of leadership and talent assessment tools (360 feedback, HiPo, succession planning);
  • Experience influencing employee engagement, mNPS, or culture metrics through development initiatives;
  • Background in change management or organizational development;
  • Experience implementing or managing LMS / LXP platforms;
  • Coaching or facilitation certification.
